Corvette Tilt-Telescopic Horn Contact Carrier Insulator (Snap Ring Retainer), this insulator is inside the column, located under the canceling cam, and without this, the horn can make contact at all times, its a little hard to change, the hub must be pulled so don't forget to index location for reinstall. The smaller portion of the spring fits against the Horn Contact Carrier Insulator while the larger portion fits against the Hub.
