Beginning in 1968 Corvette a closed fuel system was introduced in certain models. There is no opening to the atmosphere, so you cannot only pump fuel out of the fuel tank and into the fuel system because this would cause negative pressure on the fuel tank. With a return fuel line the fuel pump can provide pressure to the fuel system without changing the pressure in the fuel tank.
