Tech Note: 311-415-651A was a 1964-1965 exclusive Steering Wheel due to the Horn Bar. Volkswagen switched from the Horn Ring to the Horn Bar for 2 years only. Don't be fooled by just any Steering Wheel handed to you. They may look exactly the same but the fitting will not be. The 1964-1965 Steering Wheel works with the Horn Bar and an easy way to check is to see if your original Steering Wheel is a 64-65, is to see if it does NOT have notches on the lower part. No notches = 1964-1965. 311-415-651A Steering Wheel works with Horn Bar 311-951-531.
HOWEVER...the 1968-1971 Horn Ring will fit as well. Properly adjusted the 113-951-531F will fit on a 64-65 Steering Wheel.
